Inconsistent Prose?

What does it mean when an agent tells you that there are some spots with inconsistent prose in your ms? Is this just a euphamism for bad writing?

I can think of so many different ways prose can be inconsistent that it would make such a statement meaningless.

Bruce Sterling's "Turkey City Lexicon" hosted by SFWA has a short list of a few dozen of the more common problems specific to science fiction and fantasy and writing in general;

"Bathos" is one deserving special attention as pertains to inconsistent prose.
