I keep seeing that word, "action" and I think it's imprecise. how about ambience instead? I think Polymath and WordRanger have it pegged. Give your characters some business. Let them think during the conversation. Let them adjust their appearance. Remember, most of what occurs when communication is taking place is non-verbal, even when you're sitting by a lake doing nothing.
