Queries and 1st 3 pages

When an agent asks for the first 3 pages with the query, does the preface/prologue count if it's an integral part of the story?

I believe it does, especally since that would be the first thing a person would see/read.

Opinions on this vary. Some people think start with where the real story begins, I said when I was an agent I want to see where you think the story begins. So really it's up to you.
