In your opinion, is it acceptable to use a quote on the back cover without a name associated with it? ie: the person is not famous, so the name would be insignificant, but the quote is good?

I think you need to have a name associated with it if it's a quote and not a marketing or tag line. Up to you on whether to include it, though I'd take a look at this post and then decide how effective you feel the quote will be to potential readers.
