Braille publishing rights

Quick question - Are braille publishing rights considered separate, or part of something else?
According to one of my braille-reading friends, they're part of electronic rights, "because in order to create braille files the person making the braille needs an electronic file", but I was curious if anyone happens to know for certain.
Edited to clarify: by "braille publishing rights", I'm talking about the braille version of any book sold to a publisher.
