I have used song lyrics for my 'part' headings but its literally just one line so I should be ok if the Fair Use policy is allowed - I can change them if not. It doesn't matter if the reader hasn't heard the song as the lyric would make sense anyway. Actually my current working title is a line from a Smith's song
I often say what the characters were listening to or at one point they go to a gig but I also use current affairs e.g fall of the berlin wall, to set a scene (its based partly now and partly from 1986-1992.
I often read books especially American ones where I have not heard of the artist but as long as there is a easy way of me working out what sort of music it is it never bothers me and I find it can set a scene quite well. E.g. "XYZ played loudly from the car stereo as Andy drove" means nothing to me. "XYZ played loudly from the car stereo. Andy loved listening to rockabilly punk jazz as he drove." is fine even if I have no idea of who XYZ is.
