I wasn't aware that they also reviewed foreign agents.
Would working with a foreign agent be very different from working with an American one? Would there be any problems with this?

bcomet - for me, American agents are foreign. I've been querying them and just finding information online. I suggest for other countries, search 'literary agent in (country)'. Other than that, most websites will specify if the agency doesn't represent foreign writers. If there's nothing there - just try them. At the very least, it can't hurt your chances.
