My understanding is that one does not query agents until the novel is complete. Only then do they (and you) know that you can tell the whole story.

Depends on the agent. Some take unfinished novels. Also have you had professional editing? Everyone needs it. Have a look at Fiverr. There are great editors (and crap editors btw) and you can select one within your budget.
