When do I look for an Agent?

I was wondering when I should start contacting agents to see if they have any interest in my novel? At this point I am approximately 60% complete but could provide several chapters for review if desired. But I have no idea what the timing & procedure is for submission. Any thoughts?

My understanding is that one does not query agents until the novel is complete. Only then do they (and you) know that you can tell the whole story.
