Nice revision. The story flow much better. But I still like the line from the first one, "Sometimes peace costs more than war." To me, it gives the story a deeper theme. Something, a word, seems to be missing from... "state of war that neither side win." We know someone from the Cities framed Layne....

Pikes Peak Writer Conference has a pretty good competition. Quality judging and I think a pretty good track record for winners getting published, (but you'd have to check on that.) You get a pretty detailed scoresheet and can request a written critique. The deadline is past for the 2010 conference. ...

For me, the one thing I think is missing is a little more or a hint about what happened in her past, I want a glimpse of the bad guys or bad power that the three are going against.

I do a little of both. It is kind of like taking points A to Z and removing half of the points in no particular order. Example: I know the character/plot is at point C and I know what will be at point F. I just have to figure out how to get there, thats the misty part. I make notes, and small lists ...

For the most part yes.

But I feel by reading different authors (good and bad) and genres you can expand your writing talents.
