PLOT, in my view, comes first. Then CHARACTER comes before SUBPLOTS. PLOT is like DESTINATIONS: The Inciting Incident (London), First Plot Point (New York), Second Plot Point (Paris), etc. While CHARACTER is like TRAVELLARS.
