Non-fiction publishing credits in a fiction query

Nathan,

Is it ever appropriate to mention non-fiction publishing credits in a fiction query? I had thought that was a no-no, but I've seen many successful queries (ones that garnered representation) break this rule. If a major newspaper (top 25 media market) paid me (repeatedly) to write lifestyle articles, is that a valid publishing credit?
